The “16”
GENERAL STRATEGY
Each of them has 4 operating “cells” under their command. No “cell” will ever know who really commands them.
The “16`s” actions are coordinated under an apparent chaos.
Their most powerful secret weapon is a spider net of solid communication lines that embrace the whole Planet.
Meetings are held only when necessary with very short notice. Maximum 48 hours.
They are being tightly supervised from outside sources, from Mars. There they have all the necessary information to be able to make whatever program is needed.
When they want to use our bodies, they take some that are adequate and acceptable for our society.
